This is an example of a stop work notice. It is usually placed on the front of the home and it prevents you from doing any further work or face heavy fines. These can be generated from a complaint from a neighbor or directly from a code officer if he sees work being done without a permit in place. Permits should be placed on the front window or door of the home so they are easily seen.

Any structural work done needs a general contractor or building contractor licensed with the state.
Think of structural work as anthing that holds the roof up. Outside walls and some inside walls. The inside walls included are kown as load bearing walls, meaning they bear the weight of the roof.
So. if you are adding to your home or knocking down an interior wall or two, you need a licensed contractor for that.

Now let's talk about kitchen remodels and for that matter, any interior remodels.
You don't, let me repeat, you do not need a permit for cabinets, counters, paint or flooring. If you move the sink, then you need a plumber to do it, or if you are adding outlets, you need an electrician. They can decide if they need to pull a permit or not.
Too many times, the permit office will put a stop work notice on your home because they assume you are remodeling without a permit. This is a very bad practice and it opens up a can of worms for anything else they want to cite you for. I have seen it happen hundreds of times.
